It is well known that London police don't control BLM or Extinction Rebellion protests even if they cause damage. But when the peaceful citizens protest against lockdowns and facemasks, the police use a very heavy handed approach. The London Mayor is ultimately responsible for police actions but he doesn't want to know. Says any complaints should be made to IOPC (Independent Office for Police Complaints) who are NOT independent and take a couple of years to investigate any case that is reported to them. In short London policing is heavily biased and many would even call it totally corrupt.
