You don't need spying whores, any shopping center is provided with tons of "safety" camera's. They only have to use some crisis actors to get you frightened. Safety camera's are not there to catch real criminals, who know how to avoid them. They even display you on huge telescreens as a kind of top criminal or unwanted subject on the watch list if your social credit status is low. Those who report you, will be "rewarded" by increasing their credit status. Spies for free and perhaps a honor medal to the most succesful idiot.
Since it's a honour and shame culture, it's a great threat to your family as well, if your status is lowering. In England they are using the kids to spy on you.
