Dump the Cargo at the Border and get someone on the other side of border to pick it up so you dont have to cross and they can swap a trailer with with you so they dont have to cross and then no one has to do 14 days.

If they passed a law allowing the guy in the booth to shoot anyone who objected to him, he'd do it; because he has no morality or critical thinking skills in him whatsoever, only blind obedience. Degenerate souls like him will have lots of bad karmic suffering coming to them in their future lives; because justice does truly exist in the cosmos, even if it doesn't currently exist very much right now on Earth.
